u can get internet access at home for a low price from celecom. abt $128 for modem (GPRS or some card i think) and a monthly fee of $30. most people, especially those working for ngos and similar institutions can afford this but do not know it is so cheap. in fact, i think the cellcom people want increase the monthly fee due to the rising demand.
